Stephen J. Garchik
President

Stephen Garchik has been a real estate developer and owner for 32 years. In that time, he and his partners at The Evans Company of McLean, Virginia and subsequently at SJM Partners Inc. of Potomac, Maryland have developed approximately 4,000,000 sq ft of office space, 2,000,000 sq ft of residential properties, 3,000,000 sq ft of self-storage projects, 1,000,000 sq ft of retail space and 500,000 sq ft of industrial product. Many of these projects are headquarters for tenants such as the Army Corps of Engineers in Baltimore (330,000 rentable sq ft), National Science Foundation (550,000 rentable sq feet), Booz Allen Hamilton (750,000 rentable sq ft), ICF (200,000 rentable sq feet) and the United States Postal Service (400,000 rentable sq ft). In addition, Mr. Garchik has been involved in the development of regional campuses for Mobil Oil (250,000 sq ft), SAIC (600,000 sq ft) and Sprint (120,000 sq ft).

Retail projects include developing stores for K-mart, Costco, Builders Square, drugstores and three anchored shopping centers. Further, Mr. Garchik is a principal in the GW Bridge redevelopment project in Manhattan that includes approximately 120,000 sq ft of new retail development. Residential developments include high rise luxury rental projects in Washington, DC and Baltimore and student housing for 2,500 students at the University of Maryland. Self storage projects developed include 18 properties in the northern New Jersey and New York City metropolitan area and 13 properties in the Washington, DC market. Key partners on these various projects include Northwestern Mutual Life Company, Walton Street Capital, JMB Corporation, Lehman Brothers, the Marriott family, the Goelet family (of New York City) and Clark Construction Company.

Stephen McBride
Development, Managing Principal

Mr. McBride has been in real estate development for more than 25 years. In his career, he has been involved in all aspects of development with expertise ranging from acquisition through construction for more than 8 million square feet of retail, office, mixed use, multifamily residential and infrastructure. He joined SJM Partners in 1994. Currently he is a principal in the development of the George Washington Bridge Bus Station, New York, including upgrading the existing bus station and providing 120,000 sq ft of new retail. A few of his past projects and partnerships include: University View Complex, College Park, MD, a 1.4 million sq ft mixed-use project for more than 2,500 students where the scope of project work included

acquisition, entitlement, land consolidation, master planning, design and construction; Maxwell House Project in Hoboken, NJ, which comprises 200,000 commercial sq ft and 1.2 million residential sq ft which was an old industrial site transformed through entitlements, partnering with multiple state and federal agencies, historic approvals, waterfront park development, and environmental approvals; Inner Harbor, Baltimore, MD, a master planned urban project of four city blocks of mixed-use high-rise residential, office, and retail that is the foundation of the now-thriving Inner Harbor, Baltimore; and Crossroads Shopping Center, Bailey’s Crossroads, VA managing the development of 300,000 sq ft nationally anchored shopping center that sold for the highest sq ft price for retail space in the Washington, DC metropolitan area.

William "Trey" Burke
Development, Senior Vice President

Mr. Burke has been involved in real estate development for more than 16 years. In his career he has been involved in all aspects of development with expertise ranging from project planning through construction for millions of square feet of retail, office, multifamily, mixed–use, and light industrial projects. Mr. Burke joined SJM Partners in 2004. He is responsible for the planning and execution of the company's development and redevelopment projects as well as defining and executing capital improvement projects within the SJM portfolio. He has managed the development and construction of complex ground up and renovations of residential, commercial, mixed-use and light industrial projects.

Prior to joining SJM Partners, Mr. Burke was a Development Manager for Vornado/Charles E Smith, the Washington DC division of Vornado Realty Trust, where he worked on various phases of planning and project execution for the construction of approximately three million square feet of urban office, retail and multifamily residential space. Additionally, he has previous construction experience from his time at Foulger-Pratt Construction and Harkins Builders where he was responsible for field operations and project management of different commercial, residential and mixed-use projects. He holds a B.S. degree from James Madison University.

Tamara S. DePaolis
Development Director

Tammy DePaolis has worked in all aspects of the real estate management and development field for over 20 years. She joined SJM Partners, Inc., in 1998. Mrs. DePaolis collaborates with SJM’s principals to facilitate project financing and partner relationships. She works closely with SJM’s lenders and legal team and serves as liaison between the principals and these parties. She also administers all operational aspects of our offices, to include managing vendor relationships, and coordinating schedules and travel.Prior to joining SJM Partners, Mrs. DePaolis worked with a private residential real estate management firm. She is a graduate of Washington Business School and attended Virginia Polytechnic Institute.
